Ghana is seeking an exemption from the International English Language Testing System (IELTS) requirement for students and professionals pursuing educational and career opportunities in the United Kingdom.

Foreign Affairs Minister Samuel Okudzeto Ablakwa says Ghana meets the minimum statistical threshold required for the country’s request to receive favourable consideration, as the government intensifies efforts to secure recognition of Ghana’s English-language proficiency.

The proposed exemption is expected to reduce the financial burden and administrative challenges faced by Ghanaians who are required to take the English proficiency test when applying for certain opportunities in the UK.

Ghana’s position is based on its longstanding use of English as the official language and the principal medium of instruction throughout its educational system. The government believes these factors should be considered when assessing whether Ghanaian applicants need to undergo additional English-language testing.

IELTS is an internationally recognised examination that measures proficiency in listening, reading, writing and speaking. It is widely used by universities, immigration authorities and some professional regulatory bodies to assess the English-language abilities of applicants.

For many Ghanaians seeking to study, work or pursue professional opportunities abroad, the cost of taking the test represents an additional expense. An exemption, if approved, could therefore make the application process more affordable for eligible candidates.

Ghana Engages UK Authorities Over IELTS Exemption

The request forms part of ongoing diplomatic engagements between Ghana and the United Kingdom aimed at strengthening bilateral cooperation.

On January 6, 2026, Mr Ablakwa raised the issue during a meeting with the British High Commissioner to Ghana, Christian Rogg, at the Ministry of Foreign Affairs.

The meeting also addressed cooperation in key sectors, including education, healthcare, trade, security and job creation.

Through the request, Ghana is advocating for greater recognition of its English-language education system and the proficiency of its citizens, arguing that their educational background should be taken into account when determining the need for additional language assessments.

Although the minister has indicated that Ghana meets the minimum statistical threshold for favourable consideration, details of the specific threshold, the supporting evidence and the groups of applicants who may benefit from the proposed exemption have not yet been clearly outlined.

IELTS Requirements Remain in Place Pending UK Decision

The proposed exemption is not yet a confirmed policy. Its implementation will depend on a formal decision by the UK authorities, including the scope of any agreement and the categories of applicants it would cover.

English-language requirements differ across UK immigration routes, university admission processes and professional registration procedures. Consequently, an exemption in one area would not automatically mean that IELTS would no longer be required for all Ghanaian applicants.

Ghanaians planning to study, work or pursue professional registration in the United Kingdom are therefore advised to continue checking the specific requirements for their intended visa category, institution or profession.

If the request receives approval, it could represent a significant step towards reducing the cost of international applications for eligible Ghanaians while strengthening educational and professional opportunities between the two countries.
